The Former President's Progressive Alarm Misses Europe's True Danger: Economic Stagnation.

The recent US national security strategy presents a flawed assessment of the European Union. It claims that unrestrained immigration and what it terms "woke" agendas represent an grave risk to European civilization. Yet, this perspective rests on a serious misinterpretation of the reality. The actual danger facing the EU is not cultural but technological and economic lag.

A Glaring Growth Gap Between Europe and the US

The data reveal a stark picture. From 2008 and 2023, US GDP surged by 87%, while a mere 13.5% growth for the European Union. Over this period, European income per person dropped from 76.5% to just half of the American figure. Strikingly, even Mississippi now has a greater average income than several leading EU nations like France and Italy.

Currently, about 50% of the world’s 50 largest tech companies are American, while a mere four are European.

The Technological Deficit: The Core Problem

The growing disparity stems from superior productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech leadership is decidedly US-centric. In the last fifty years, hundreds of American startups have scaled into enterprises valued at more than ten billion dollars, compared with just 14 in the European continent.

This gap prompts a pressing question: As the competition for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Experts widely agree it is largely a contest between two involving the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of the Continent's Innovation Gap

Several key factors account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile system for financing new ventures. Europe has yet to establish a true capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A American entrepreneur can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is split among twenty-seven different national systems, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these challenges, one can find reasons for hope. European leaders are growing more conscious of the severe threat and have started to propose substantial change. Notable reports on EU competitiveness and the internal market point to the need for major reforms.

With the right policies and rule changes, these assets could support far greater levels of business-led breakthroughs.

Europe still possesses considerable strengths: skilled human capital, excellent schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these foundations could trigger a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge tech, it can still dramatically boost economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. However, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
